New Yorkers Prefer Work To Handouts. Liberals Stymied.

Welfare cases in New York City have plummeted by more than 60% in the 10 years since Congress passed welfare reform, as noted in a press release put out today by the House Ways and Means Committee.

New York City Welfare Caseloads Drop to the Lowest Level in 40 Years

WASHINGTON - Today, New York City officials announced that the city's welfare caseloads have dropped to their lowest level in 40 years.

According to the City of New York, in 1996, public assistance caseloads peaked at more than 1.1 million individuals.  That same year, Congress passed welfare reform - replacing the former Aid to Families with Dependent Children program with the new Temporary Assistance for Needy Families (TANF) block grant - and it was signed into law on August 22, 1996.  Today, 10 years after the enactment of TANF, New York City's welfare caseloads have declined by about 700,000 individuals.

"The decline in welfare caseloads in New York city represents tremendous progress because hundreds of thousands of New Yorkers have replaced dependence on welfare checks with the dignity of paychecks from work," said Rep. Wally Herger (R- CA), Chairman of the Subcommittee on Human Resources.  "We want to continue this trend of promoting work, so this year Congress included further welfare reforms in the Deficit Reduction Act (P.L. 109-171) to enhance the success of welfare reform and elevate even more vulnerable individuals out of poverty."
